How can one create a discount modifier with application method = Amount?

Application method = Amount: Creates a fixed price adjustment on each unit using the amount entered in the Value field.
Has business requirement to provide discount amount to an order, based on different customer criteria.
The system is providing option of percentage % but we need to provide on amount base at order level; This is needed to apply to all lines of the order.
New discount modifier is created but there is no option of amount. How can this may be achieved?
