No Entries Are Generated In The 'rcv_accounting_events' Table After The Receipt Is Made Against The Non-inventory Purchase Orders (Doc ID 2890895.1)

Symptoms

On : 12.2.4 version, Setups

No entries are generated in the 'rcv_accounting_events' table after the receipt is made against the non-inventory purchase orders(POs).
It is expected that accrual entries to be generated in 'rcv_accounting_events'.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Purchasing responsibility
2. Create a PO with period end accruals
3. Receiving > Receipts
4. Make sure receipt created successfully
5. Run the below sql and find no rows returned:
