Rebuild Work Order Are Not Getting Created After Issuing Multiple Rebuild Items

Symptoms
When issuing more than one quantity of a rebuild item, for example 10 at a time, there are not work orders created
Expect for work orders to be created
The issue can be reproduced at will with the following steps:
1. Responsibility Maintenance Super User
2. Stores tab, One Step Material issue
3. select work order and issue non serialized rebuild item
4. no work order is created
