Unable to See the Defined Value Set in HRMS Module Element Input Values (Doc ID 2891307.1)

Problem Statement:

While defining a new Element, it was observed the Input Values form doesn't return the Value Set created.

Steps to Reproduce:
The issue can be reproduced at will with the following steps: 

1. Using HRMS Responsibility
2. (N) Total Compensation > Basic > Element Description
3. Populate the Name Element and Primary Classification > Save
4. Click on Input Values
4. Populate the Name and Units as Character and then scroll to the right
5. Click on Value Sets field list of values > the system doesn't return the Value Set defined
