Punchout Not Working When Checking Out From Suppliers Catalog (Doc ID 2891404.1)

Symptoms

On : 12.2.9 version, Punchout to Supplier or hub

Punchout not working in Edge, Chrome, Firefox when checking out from suppliers catalog.

ERROR

The connection for this site is not secure
someserver.com sent an invalid response.
Try running Windows Network Diagnostics.
ERR_SSL_PROTOCOL_ERROR

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. iProcurement > Shop > Home > Stores
2. Click on Store and punchout to supplier site
3. On supplier site click and add items to shopping cart
4. Click Submit on supplier punchout site
5. Error occurs
