Symptoms

On : 12.2.4 version, Catalog Shopping

Non-Catalog Request (NCR) in IProcurement Errors.

 Requester is invalid

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. iProcurement > Non-Catalog Request
2. Create NCR and Add To Cart
3. View Cart and attempt to either Save or Submit
4. Reported errors occur
