WMS: Cycle Counts From Mobile Do Not Get Automatically Approved Even Though There Is No Discrepancy Or Change Of Location

Symptoms
ACTUAL BEHAVIOR
---------------
Cycle counts are not automatically approved after upgrade to 12.2.10. When users count lines in Mobile and enter the quantity same as system quantity, in the same subinventory locator for as the LPN.
The system qty and count qty matches for the LPN and ,therefore, adjustment qty is 0. These show as pending approval.
The cycle count header has below setup :
* Approval Required > Always
* Adjustment > Review All Adjustments (the tolerances if any do not apply to lpn counts)
* Discrepancy > Do Not Allow (set the adjustment to Pending Approval)
EXPECTED BEHAVIOR
--------------------
When there is no change of quantity or location (no discrepancy), Cycle count from Mobile should be automatically approved.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. MSCA (Mobile) > Cycle counting > Enter LPN > complete the count
2. Inventory > Counting > Cycle Count > Cycle count entries > Query for all counts > See the entry stays in 'Pending Approval'
