GMSBUDSB After Successful Award Baseline the Current Amount does not Change to Reflect New Budget Amount (Doc ID 2892203.1)

Symptoms

Customer has a budget where they have a baselined budget currently on a date range. When adding a second date range budget line through a different enddate and baselining successfully the current line is the previous amount and the Draft line shows the new amount.  The submit and baseline output both show successful processing, the new original is checked. The form however does not update the Current amount to new amount and history does not show the any new baselines, just the original.

Steps to Reproduce:
--------------------
(1) Grants Accounting Responsibility
(2) Budgets - Award Budget
(3) Enter in Award then click on FIND
(4) Click on Details, add the additional amount on a new budget line using a different date range than the other lines.
(5) Submit
(6) Baseline
(7) Notice the form has the Original amount for Current and the new amount in Draft.
