Symptoms

Rollback process (OTL: Rollback OTLR Timecards From Projects) is not able to rollback timecard records if those records were updated prior to update to 12.2.10

Reproduce By Steps

1 Transfer to Projects for first time
2 Re-transfer to Projects(after upgrade to 12.2.10)
3 Rollback from Projects
4 Re-transfer to Projects


Changes

 Upgrade to Release 12.2.10
