EBS R12 : No Page Found Error Under "System Administrator" Responsibility in Oracle Home Page (Doc ID 2892690.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Not able to access the menus under system administrator responsibility from Oracle Home page. 

EXPECTED BEHAVIOR
-----------------------
Menus should be displayed under system administrator responsibility in Oracle Home page. 

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Login to EBS Applications

2. Navigate to System Administrator responsibility in Home page

3. And try to access Menus and it shows the below error message.

"No page found error"

4. Then Navigate to system Administrator responsibility through other forms instead of Home page

5. Move to Security > Responsibility >Define > Query with the system Administrator responsibility and it  shows below error message. 

"Error: APP-FND-01572: Invalid foreign key data was found for this record.
Value 67860 for column MENU_ID does not exist in table FND_MENUS_VL"

Changes

Upgraded  from R12.1.3 to 12.2.10
