Symptoms
On instance R12.1.3 - Subledger Accounting - Create Accounting - Cost Management
Having significant performance degradation during execution of Create Accounting - Cost Management.
This was manifested once Patch 33490132:R12.XLA.B for
BUG 33490132 - AFTER UPGRADE TO 19C ONLINE ACCOUNTING ENGINE GETS ERROR
ORA-01002 was installed.
The offending SQL statement was identified in xlaapeng.pkb 120.164.12010000.50.

The issue can be reproduced at will with the following steps:
1. Navigate to Cost Management - SLA Responsibility
2. Run Create Accounting - Cost Management program
3. View the concurrent request logfile and tkprof tracefile for performance degradation.
