On the pre-upgrade environment (Applications Release 12.1.3 on 12C RDBMS) the concurrent program finished in 2/3 seconds. Now, on the post-upgrade environment (Applications Release 12.2.10 on 19C RDBMS) the same concurrent program finishes in 3/5 minutes. The performance degraded, from seconds to minutes. The similar order of execution time (seconds) is expected in on Applications Release 12.2.10 on 19c database.
