A WIP Issue Can Be Performed in a Batch for Inventory in an LPN that has an Onhand Status that Disallows WIP Issue

Symptoms
On : 12.1.3 version
A Non lot-controlled Item has inventory in an LPN, and the Onhand Status of this inventory disallows WIP Issue.
However, in a batch a WIP Issue for this can be entered on the batch Material Transactions form and transacted.
EXPECTED BEHAVIOR

Expect the Onhand Material Status to prevent the WIP Issue transaction and give an error
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Production Supervisor > Batch Details > retrieve batch > click Transact Material button.
2. Enter transaction data and click Transact button.
3. Error message correctly displays stating that the status is not usable.
4. Click Transact button again. This time the transaction is saved with no error message.
