ATO rejecting STP files after STP2 consolidated patches applied and submitted.  ATO error message:


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Apply STP2 patches (33961045:R12.PAY.B)
2. Run STP2 processes for testing with no issue
3. Submit STP files to ATO
4. Get rejected with above error
