Symptoms
In EBS when concurrent program is submitted with Option 'Send Output As Attachment' in delivery option. Email delivered with blank attachment or missing attachment in email.
STEPS

The issue can be reproduced at will with the following steps:
1.Connect to EBS application
2.Navigate to View -- Request -- Submit Single request
3.Enter program name and select Delivery Option.
4.In Email enter email address and select 'Send Output As Attachment' option
5.Submit program and verify the email

Deployed patch 33606047 which added new feature "Send output as Attachment" option when setting Deliver to Email on Concurrent Requests
