GOSI Reference Salary Is Wrong for Some Employees over 50 Years Old (Doc ID 2894801.1)

Problem Statement:

After running Payroll process and checking SOE (Statement of Earnings) for some employees having age 50+, it is observed that GOSI Reference Salary is not getting calculated based on the current salary.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Log into HRMS Manager responsibility.

2. Navigate to Processes and Reports > Submit Processes and Reports > Single Request > Submit 'Payroll Run' process for a mid-year month

3. Navigate to View > Assignment Process Results > query for employee having more than 50 years
         - Check SOE Report for above process results
         - Observe GOSI Reference Salary is not calculated based on the current year salary
