Symptoms

Using Purchasing, Version 12.2

Actual:
Unable to use the change amount functionality  against a partially matched/billed purchase order shipment.
It is giving an error.

Expected:
In the core purchasing form - the document can be unreserved - modified - approved - re-reserved.
The buyer work center change amount functionality should also be available.

Error:
Row 1 Error - Line 1, Schedule 1 - The tax rate or the tax recovery rate is no longer effective for this shipment

Replication Steps:
The issue can be reproduced at will with the following steps:
1. Purchase Order - amount based line - approved.
2. Partially Billed - Invoice is created and matched to the purchase order shipment
3. Buyer Work Center - proceed to attempt change amount action and the error occurs.

Workaround:
The core purchasing form can be utilized to unreserve the purchase order - make modifications - approve and re-reserve.

EB Tax is not even being used in this EBS installation, so the tax error is incorrect and unwarranted.
