The 'View Consolidated Invoice Review' Page Shows an 'Estimated Tax Amount' at the Header Level but Not the Draft Invoice Level. (Doc ID 2894964.1)

Symptoms

When viewing the 'View Consolidate Invoice Details' Page, the 'Estimated Tax Amount' appears in the header, but not on the draft invoice level.  When drilling into the Invoice, the 'Estimated Tax Amount' can again be viewed.

Per Oracle Project Billing Release Notes for Release 12.2.11 (Doc ID 2818351.1) - 3.1 Viewing and Calculating Proforma Invoice -Estimated Tax, the profile option PA: Enable Tax Estimation During Invoice Generation is set to yes.  This field is missing regardless of the user or the project.

Steps to Reproduce:

1.  Responsibility:  Projects Super User
2.  Navigate:  Project:  Billing
3.  Consolidated Invoice Review
4.  'Search Consolidated Invoice' page shows an 'Estimated Tax Amount' for Invoice Number 1
2.  'View Consolidated Invoices Details' shows 'Estimated Tax Amount' at the header level, but then each invoice below it has NO 'Estimated Tax Amount' populated.
3.  Drilling into each invoice, Invoice Details Lines tab, the 'Estimated Tax Amount' shows for each invoice line
