Symptoms

Problem Statement:

Post applying patch: 31790689, Overall Ratings And Comments With Total Scores don't appear if manager chooses the option: Appraisee Feedback: Provide Feedback on Overall Rating prior to submitting the Final Rating to the appraisee.
It's expected that the Appraisee can see Overall Ratings and Comment with Total Score even if Appraisee feedback checkbox is checked.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Manager Self-Service – Click on “Performance Management” function

2. Select any one employee and submit Appraisal request

3. Login in as employee and enter ratings then click ‘Share with Main Appraiser’ Click Submit

4. Login with manager since employee has already submitted the self-evaluation
Click on Appraise button against the last employee
  Click on Update Appraisal
  Click Apply

5. Give the ‘Final Rating’ too by clicking ‘Give Final Ratings’

NOTE: ‘Provide Feedback on Overall Rating’ checkbox is checked

6. Click Continue

7. Click Submit

8. All approvers approve

9. Login as employee:
Overall rating and overall comments are not visible in worklist notification or employee self-service pages.

10. Only after the employee completes the ‘Provide Overall Feedback’ button and keys in his/her overall feedback, then the appraisal gets completed and then the ratings are visible.
