Shipping Transactions form (WSHFSTRX.fmx) Does Not Open Because Of Error - FRM-92101 (Doc ID 2895099.1)

Symptoms

Below error is appearing while user opens the Shipping Transactions form (WSHFSTRX.fmx)

ERROR
-----------------------
FRM-92101: There was a failure in the Forms Server during startup. This could happen due to invalid configuration.
Please look into the web-server log file for details.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Oracle Applications
2. Go to Order Management Super User Responsibility
3. Navigate to MENUPATH > Shipping > Transactions
4. Open the Shipping Transaction form and observe the above error.
