Configurator Developer 'Modified By' is Showing Junk Data in Model Rules (Doc ID 2895792.1)

ACTUAL BEHAVIOR

Modified By is showing junk in Model - Rules in Configurator developer

In Configurator Developer when Rules are getting
listed in Rules Tab in Hgrid, for one of the rule, Last Updated By column was
showing Rule Text instead of user information. When checked the rule data in
database it was pointing to userid. So somehow while rendering it was showing
wrong information.

EXPECTED BEHAVIOR
-----------------------
Expect field to be null or have meaningful description.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Responsibility: Configurator
2. Navigate: Configurator Developer > Model Rules
3. See junk data in 'Modified By' field for some records.
