Employee cannot be Ended in Shared HR (Doc ID 2895844.1)

Problem Statement:

The employee record is not ended (effective_end_date is null in per_all_people_f) when entering the end date in Shared HR "Enter Person" form.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1.  Login as HR Foundation responsibility or equivalent responsibility.
   
   
2.  Go to "Enter Person" form.
    (N) People > Enter and Maintain
    
3.  Query the employee.
   
   
4.  Enter end date in the "Employment Dates" field and save.
   
   
5.  End date is not saved.
