Workflow Background Process Errors Out with 3147 AQ_TM_PROCESSES set to 0 (Doc ID 289598.1)

Symptoms

The "Workflow Background Process" in the request log file shows this error:

3147: The Database Parameter AQ_TM_PROCESSES needs to be set to a value higher than 1
before running the Workflow Background Engine. Please contact your Database Administrator
to have the value of AQ_TM_PROCESSES set to 1 or higher.

The typical configuration is to have AQ_TM_PROCESSES set to 1.
