Secured Views Like PER_PEOPLE_F Not Returning Data Without Using FND_GLOBAL.APPS_INITIALIZE (Doc ID 2896306.1)

Observed that No Employee Record is being fetched while querying the secure view PER_PEOPLE_F in one instance, but data is showing in other instance  

Expected that Employee Record should be fetched while querying the secure view PER_PEOPLE_F in all instance  

The issue can be reproduced at will with the following steps:

1. Login to SQL PLUS

2. Connect as APPS User/Pwd 

3. Run the below query. 

4. The above query is not returning any data

5. Navigate to HRMS Manager --> People--> Enter and Maintain.

6. Query for any employee. It can be observed that employees are retrieved.

7. But in Database, no employees are retrieved by PER_PEOPLE_F view.

8. Now do an FND_GLOBAL.APPS_INITIALIZE in the SQL editor session by initializing the same responsibility that was displaying the employees in Application.

9. Now, PER_PEOPLE_F view returns the Employees as expected.

10. In another instance, without doing any FND_GLOBAL.APPS_INITIALIZE, PER_PEOPLE_F view returns the data.
