Costing Process Picks Balancing Cost Code Of Retro Element from Parent Element (at Element Link level) Instead Of Retro Element (Doc ID 2897061.1)

Symptoms

Actual Behavior:
-------------------
With the action parameter COSTBAL = 'Y', the Costing process picks balancing cost code of Retro Element from parent element (at Element Link level) instead of the retro element.

Example:

Element Link:
===========
Element#1: Test Parent Element
Primary Classification: Earnings
Costing at Element Link level:

Costing = 39.15001.50009.B102.11
Balancing = 39.15001.18021.M870.11

Element#2: Test Retro Element
Primary Classification: Earnings
Costing at Element Link level:

Costing = 99.15002.50009.B104.11
Balancing = 99.15002.18021.M875.17

Run Results:
==========
Test Retro Element = 400
Test Retro Element = -500

Costing:
=======
DR 99.15002.50009.B104.11 400
CR 39.15001.18021.M870.11 400 --> Balancing is picked up from parent element instead of retro element

DR 39.15001.18021.M870.11 500 --> Balancing is picked up from parent element instead of retro element
CR 99.15002.50009.B104.11 500

Note: Cost codes are not setup/ entered at any other level.

Expected Behavior:
----------------------
The concerned balancing cost codes of the retro element should be picked.

Step to Replicate:
-------------------
The issue can be replicated at will using the below steps.
1) Login to HRMS/ Payroll Manager responsibility
2) Set the costing at Element Link level for both Parent and Retro elements
3) Navigate to View > Requests > Submit New Request
4) Run Costing program
5) Navigate to View > Assignment Process Results
6) Find the assignment and check the results
