Maintenance Workbench FRM-40735 Error When Forecasting Large Number of Assets

Symptoms
When attempting to forecast work orders with horizon of 28 days, the following error occurs. The issue persists even if the horizon or start date is updated. This issue started after migration from 12.1.3 to 12.2.11 when a large number of assets are forecasted via Maintenance workbench.
ERROR
FRM-40735: WHEN-BUTTON-PRESSED trigger raised unhandled exception ORA-00604
The issue can be reproduced at will with the following steps:
1 - R- Navigation: Enterprise Asset Management
2 - N - Work Order Planning > Maintenance Workbench-> Click launch
3 - Select Forecast Work tab (bottom left tab)
4 - Expand Forecast Work, select All Assets
5. Update Start date
Horizon = 28
This defaults the cutoff date
6 - Click Run
7. the above error is seen.
