FSG XML Publish and Presentation Program Ends with Request Status: 'ERROR' When the Column Heading Includes Apostrophe (')

Symptoms
The XML output is failing when the column heading has apostrophe(').
After upgrading from 12.1.3 to 12.2.11 and running Financial Report Submission from Report Manager, the Log File shows the following error:

STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to Report Manager responsibility
2. Run Financial Report Submission or Standard Report Submission (select Generic FSG Template as the Template)
3. Enter the details related to the report to run
4. Check the Publisher Log File where you can see the error, after the Request is completed.

Upgrade from 12.1.3 to 12.2.11.
