Custom PL/SQL for Custom WebAdi Integrator is Having Error: SQL exception occurred during PL/SQL upload (Doc ID 2898278.1)

Symptoms

Users have created a custom WebAdi Integrator with a PL/SQL interface, using custom package.
They have tried the package directly from the SQL Developer and this works correctly from SQL.  

But when use the created custom Integrator with the related PL/SQL package, from Desktop Integration responsibility> Create Document,
then fill the data into the Created Excel document and click Upload data, the below Error message appear:
ERROR: "SQL exception occurred during PL/SQL upload."

From BNE log file, the below error was observed: 
ORA-06550 PLS-00201 identifier XX_CUST_WEBADI_HEADER_PKG.XX_CUST_HDR must bedeclared
ORA-06550 line 1 column 95 PL/SQL Statement ignored

STEPS

The issue can be reproduced at will with the following steps:
1. Desktop Integration Manager responsibility
2. Create/ Manager Integrators> Create Integrator > Custom Integrator using custom PL/SQL package for the Interface definition.
3. Define Layout > Custom Layout
4. Desktop Integration responsibility> Create Document : Use the created Custom Integrator and Custom Layout
5. Fill data into the Created Excel document.
6. Click Upload data
7. Error message appear: "SQL exception occurred during PL/SQL upload."
