Report Manager FSG Report Submission Receives Error: "A report with the same name exists either in the reports or in the archive repository..." (Doc ID 2898305.1)

Symptoms

In Report Manager, some reports cannot be submitted for A timeframe because Report Submission gets a form error:

ERROR:

A report with the same name exists either in the reports or in the archive repository which may cause corruption of the reports. Please choose a different report repository location or delete the archived report before submitting the report.

STEPS TO REPRODUCE
1) Using a Reports Manager responsibility.
2) Select menu item, Financial Report Submission.
3) Select the Report Name, Period and other parameters as needed - Select Next.
4) Select Default Template and Timeframe of Report - Select Next.
5) For Storage Location, select Use Last - Select Next.
6) A warning message is seen in the form that says: 

    ERROR:
    A report with the same name exists either in the reports or in the archive repository which may cause corruption of the reports. 
    Please choose a different report repository location or delete the archived report before submitting the report.


Attempted to use the solution from: Financial Report Submission Storage Location - Use Last Generates Form Error: "A report with the same name exists" (Doc ID 2736048.1)
without success. Viewing in the Reports Repository or Archive Reports Repository and find the report attempted to be generated is not found.

1) Using a Reports Manager SuperUser responsibility.
2) Select menu item, Repository Management.
3) Expand the Reports Repository structure to view the storage location selected when attempting to submit the report. Note that the report is not found.
4) Select the the View Archives button.
5) Expand the Archive Reports Repository structure to view the storage location selected when attempting to submit the report. Note that the report is not found.



Changes

Upgrade to RDBMS version 19C.
