Unable to Get a Response From PCMiler Web Service Without Opening Port 80 (Doc ID 2898674.1)

Symptoms

Clients enabling communication with Trimble Maps aka PCMiler use the following property for connecting to PCMiler and retrieving the WSDL file.

With this property pointing to a https URL it is expected that communication would use https, but clients are reporting they still need to open port 80 to access PCMiler.
