Getting "FRM-92080: Failed to execute command" When Windows Display Language is set To Turkish

Symptoms
After applying Forms Patch 32922089, users are getting this error only for Turkish clients running Windows in Turkish Language
Error happens whenever they try to launch the browser from Forms following:
1. File > Export
2. View Output of a Concurrent Program
3. Open any document from Forms which launches the browser
Isuse can be reproduced by changing the Windows Display Language to Turkish
> Windows Settings > Time & Language > Language
> Then Change Windows Display Language to Turkish
If Windows Display Language is changed to English, the issue doesn't occur
