Symptoms
ACTUAL BEHAVIOR

An ORDER RELEASE - DELETE agent is configured with the flag 'Auto Withdraw Tender when Only One Order is on Shipment' checked for the ORDER RELEASE - DELETE action . When an order is deleted, and if this order is on a mutli-leg shipment (where this is the only order on one of the multi-leg shipments) that is tendered, the tender is not withdrawn and the agent fails when attempting to delete the shipment with the following exception:

It is expected that the tender is withdrawn before the shipment is deleted since this is the last order on the shipment and the flag is set for the agent action.
STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Configure an order release automation agent with the flag 'Auto Withdraw Tender when Only One Order is on Shipment' checked for the ORDER RELEASE - DELETE action.
2. Plan two or more order releases onto multi-leg shipments. Ensure that one of these shipments contain only one order release
3. Delete the order release that is associated to the multi-leg shipment that has only one order planned. The agent action will fail with the exception above
