Symptoms

After a database upgrade to 19c the Projects Invoice Review form is having a performance issue.

Steps to Reproduce
----------------------

  1. Log into a Projects responsibility
  2. Navigate to Billing > Invoice Review
  3. Enter a project number and click find
  4. From the results page, Press F11 to enter a query
  5. Enter a value in one of the columns to search
  6. Press Ctrl-F11 to execute query
  7. Query takes an excessive period of time to return any results.

Changes

 Database upgrade to 19c.
