Symptoms
When accessing the Budget form,
the following error occurs.
ERROR

oracle.apps.fnd.framework.OAException: java.lang.ClassCastException: oracle.jbo.domain.Number cannot be cast to java.lang.String
The number {amount with 2 decimals} is not in the correct format
STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to (R) Oracle Trade Management User > Channel revenue Management > Budget
2. In the Quick Find search for the required budget
