Sales order line split is not happening when partial qty is shipped. Split is happening on the star part and child ATO model level instead of Top PTO Model Line

-- Expected Behavior
Expect the top PTO model line to split along with the ATO child model/star item.

 -- Steps
The issue can be reproduced at will with the following steps.
1. Order Management Super User responsibility
2. Navigate to Sales Order form
3. Query order number
4. Partially ship one of the child ATO star item, run ITS
5. The child model is split however the parent PTO model does not split
