Employee Not Able to Declare Tax in Seeded Tax Declaration Page
i.e Person converted from contingent to Employee or Rehire is not able to declare Tax

The issue can be reproduced at will with the following steps:
1. Login to India Employee Self Service Responsibility
2. Tax Declaration
3. Fields are greyed out
