Symptoms
On : 12.2.10 version,
Error while trying to access sites with special Norwegian characters in the site name.
Users are unable to launch call out page from new JET UI hierarchy workbench and this is specific to sites which have Norwegian special character in it.

You do not have sufficient rights for the current operation. Contact the system administrator.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Site Management User Responsibility > Site
2. Access Hierarchy in Hierarchy workbench
3. Click on any site with Norwegian special characters in the site name
4. Right Click * Click on Call Out , page returns below error
