The Award/ Solicitation PDF Entire Text is Printed For The Include By Reference->IBR Clause When Print Text Is Not Checked (Doc ID 2899620.1)

ACTUAL BEHAVIOR

The  full text clause  is displayed  on the Award/Solicitation PDF even if Print Clause Text is not Checked   For The Include By Reference->IBR :52.204-13.
 
EXPECTED BEHAVIOR

If a clause is IBR, then by default it will not print full text.
It needs to print reference text only and shall not print the full text instead of the reference text.
 
The issue can be reproduced at will with the following steps:

1. Create a Solicitation
2. Add contract terms
3. Add Clause 52.204-14
3. Navigate to Review the Solicitation
4. Review the  include by reference checkbox and can see Print Clause Text option  is not checked
5. Select View PDF: Print Clause Text is not Checked and the clause is marked IBR  still the clause full text is coming on to Award/Solicitation.
