Output Post Processor Manager Fail Over To Node2 On PCP Setup Not Working (Doc ID 2900062.1)

Symptoms

A. When Testing PCP (Parallel Concurrent Processing) Failover for the OPP (Output Post Processor) It Does Not Failover 

B. Steps to Reproduce:

1.  Log into System Administration responsibility -> OAM (Oracle Applications Manager).

2.  Navigate to Hosts -> Site Map -> Application Services -> Generic Services -> Select Output Post Processor.

3.  Locate the Start and Stop menu on the page for the service, select Stop.

4.  OPP service is stopped on Node 1. However, it does not start on Node 2.

Note:  When testing navigation for other services such as Standard Manager, if the service is set to Stop on Node 1 it will Stop and then Start on Node 2.

Changes

Implemented PCP and test failing over nodes.
PCP is setup for Node1 (Primary node) and Node2 (Secondary node).
All managers are failing over except the OPP.
This is observed in the Concurrent Manager Administer page in the System Administrator responsibility.
