UK User Unable to Open P60 PDF File from Employee Self Service Responsibility

Symptoms
Actual Behavior
When one user attempts to access the P60 page, using Employee Self-Service Responsibility, the output of the P60 PDF file is blank and contains no information. The person's P60 file can be viewed without issue in Payroll Professional Responsibility and no other user has this issue.
If another person is attached to this user (a person that is able to see P60 PDF file ) the P60 is not visible anymore while using this user.
Expected Behavior
The affected user should be able to open the P60 PDF file
Steps to reproduce the issue
The issue can be reproduced at will with the following steps:
1. Go to Employee Self Service Responsibility
2. Navigate to P60 page > Go to View Report > the output of the P60 PDF file is empty
