Project Not Created With Draft Version Using API PA_PROJECT_PUB.CREATE_PROJECT (Doc ID 2900621.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Workplan Version is appearing as Working Version and not as Draft Version. Even though source project has draft version of workplan.

EXPECTED BEHAVIOR
-----------------------
Workplan Version should be appearing as Draft Version if source project has draft version of workplan.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Connect to SQL Plus
2. Execute PA_PROJECT_PUB.CREATE_PROJECT
3. Login to Project responsibility.
4. Navigate to Projects: Delivery > Search Project
5. Query Project and click on Workplan tab.
