APP-FND-01564: Oracle Error 1403 In Fdxwho In Record History

Symptoms

Record history raises an error in the Inventory Material Transactions form (INVTVTXN).

ERROR
APP-FND-01564: Oracle error 1403 in fdxwho

STEPS
1. Navigate to Inventory > Transactions > Material Transactions form (INVTVTXN)
2. Search for existing transactions : Records appear and look normal.
3. Choose Help > Record History
4. The error appears
