Symptoms

Problem Statement:
After applying the 12.2 HRMS RUP 16 upgrade, when attempting to call pay_batch_element_entry_api.create_batch_line, the following errors occurs for lines of some element types:

ORA-20001: PAY_6306_INPUT_VALUE_FORMAT: N, UNIT_OF_MEASURE, Date


Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Run API pay_batch_element_entry_api.create_batch_line.

Changes

 Apply Patch 33527653 (R12.HR_PF.C.DELTA.16).
