Symptoms

When attempting to account expenditure the following error occurs. 

ERROR
-----------------------

"FUN_INTER_PAY_NOT_VALID (FROM_LE_ID=Foxxxxx g B.V.) (TO_LE_ID= Mavexxxxxrlands)"


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Project responsibility
2. Run PRC: Create Accounting request
3. Review log file of the request
