PO Approvals Performance Issue as PO Output For Communication Process Runs For Hours

Symptoms
On : 12.2.10 version, Approvals - Req, PO
PO Output for Communication program runs for about two hours when called from within PO Approval Workflow.
Running the program as standalone program from navigation PO Responsibility > Reports > Run, the same completes within minutes
Steps to Reproduce:
1. From Purchasing Responsibility, user submits PO for approval
2. Approver approves document from Approval Notification in the worklist
3. Approval Process gets stuck in oracle.apps.po.communicate.PoGenerateDocumentCP at POXMLGEN phase
4. Approval finishes without errors about two hours later
