In Oracle Sourcing, Error Occurs When Creating a Bid For Group Lines - All lines in a group must be bid together for line (Doc ID 2901252.1)

Symptoms

In Oracle Sourcing, Release 12.2.4 and later, an error occurs when suppliers create a bid / quote / response for some of the lines in a line group, but not all lines in the line group have a quote price entered.

Due to this issue, suppliers are being required to enter a quote price (value) for all lines in a line group, instead of only some of the lines in the line group.

Steps To Reproduce

The issue can be reproduced at will with the following steps:
1. The sourcing buyer creates the RFQ.
a. Log in to Oracle Applications.
b. Navigate to Sourcing Super User or Sourcing Buyer responsibility > Sourcing > Sourcing Home Page.
c. Create RFQ header and Save As Draft.
d. In the Lines region, ensure there are multiple lines and each line has a group.
- Line 1 has Line 1.01, 1.02, 1.03, 1.04, 1.05
- Line 2 has Line 2.01, 2.02, 2.03, 2.04, 2.05
- Line 3 has Line 3.01, 3.02, 3.03, 3.04, 3.05
e. In the Controls region, the option "Suppliers are allowed to respond to selected lines" is enabled.
f. In the Suppliers region, enter the desired suppliers for the RFQ.
g. Review and Publish the RFQ.

2. The Supplier creates the quote.
a. Log in to Oracle Applications.
b. Navigate to Sourcing Supplier responsibility > Sourcing > Sourcing Home Page.
c. On the Negotiations Home Page, open the RFQ from the region "Your Company's Open Invitations" region by clicking the RFQ number link.
d. On the RFQ details page, select Actions = Create Quote and click the Go button.
e. On the Create Quote: 42243 (RFQ 36860) page, click the Lines tab.
f. In the Lines region, enter the Quote Price for (example) Line 1.01, 1.02 and 1.03, but leave 1.04 and 1.05 blank. Click the Continue button. An error occurs at this point.
