WHO Columns of Documents of Records (DOR) are getting Changed by CANCEL Button Click (Doc ID 2901424.1)

ACTUAL BEHAVIOR

Observed that, WHO columns are getting changed even without any update action.

EXPECTED BEHAVIOR
--------------------------

Expect that, WHO columns do not get changed unless there is an update action.

STEPS
--------

The issue can be reproduced at will with the following steps:

1. Login using "Employee Self-Service" responsibility

2. Navigate to Documents of Record

3. Click on "Update" icon against any DOR record

4. Without making any update, click on "Cancel" button

5. Check the Last Update Date and Last Updated By

6. Now again click on "Update" icon

7. Observe that the Last Update Date and Last Updated By is changed
