Symptoms
EBS XML Publisher report failed to extract company logo from OA_MEDIA directory. PDF output generated without Company logo.
The core log (xdo.log) shows following exception

The issue can be reproduced at will with the following steps:
1.Create XML Publisher report layout with logo as per steps mentioned in document (Doc ID 550627.1)
2.Submit report and verify output.
