PAXALGAT PRC: Generate Allocations Transactions not Picking up Some Transactions (Doc ID 2901862.1)

Symptoms

When running the concurrent program "PRC: Generate Allocations Transactions", some resources are not allocated though expenditures exists for these resources.

The issue can be reproduced with the following steps:

  1. Use a Project Implementation Super User responsibility
  2. Navigate to Other-->Requests-->Run
  3. Run request "PRC: Refresh Project Summary Amounts"
  4. Run request "PRC: Update Project Summary Amounts"
  5. Run request "PRC: Generate Allocations Transactions"
