Go To Item Management button is not active.

EXPECTED BEHAVIOR

Expect Go To Item Management button be active

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Configurator Administrator responsibility
2. Navigate to Configurator developer
3. Click on Pencil icon for one model
4. Go To Item Management button is greyed under Base Inventory Details tab
